IMPORTANT SCHEMES & INITIATIVES OF ASSSAM GOVERNMENT
Mukhya Mantrir Nijut Moina Scheme
Background:
- Announced by Hon'ble Finance Minister in the Annual Budget for 2024-25.
- Scheme aims to support 10 lakh girls with financial grants as admission incentives for higher education.
Aim:
- Increase enrollment of girl students in higher education.
- Improve the percentage of girls educated beyond matriculation.
- Reduce dropout rates among girl students.
- Increase the overall Gross Enrollment Ratio (GER) in the state.
- Combat child marriage.
Scope of Applicability:
- Financial assistance provided to girl students in:
- Higher Secondary First Year.
- Graduation (B.A./B.Sc/B.Com) First Year.
- Post-Graduation (M.A./M.Sc/M.Com/B.Ed) First Year.
- Applicable to Government and Venture institutions (Annexure A and Annexure B).
- Excludes private institutions.
Eligibility Criteria:
- All eligible girl students domiciled in Assam.
- Married girls are not eligible, except for those in Post-Graduation and B.Ed courses.
- In-service girls admitted to B.Ed on deputation are not eligible.
- Daughters of Ministers, MPs, and MLAs are not eligible.
Financial Assistance:
- Higher Secondary: ₹1,000 per month (max 10 months) = ₹10,000/year.
- Graduation First Year: ₹1,250 per month (max 10 months) = ₹12,500/year.
- Post-Graduation First Year: ₹2,500 per month (max 10 months) = ₹25,000/year.
- No incentives during summer vacation or any vacation exceeding one month.
- For academic session 2024-25, benefits are available for only 9 month.
Mode of Application:
- Fill and submit a prescribed application form to the current institution.
- Ensure data accuracy and completeness.
- Registrars/Principals verify and submit data for auto verification.
- From the second year onwards, a certificate from the institution is required instead of a new application.
- Institutions must appoint one or two Nodal Teachers for scheme implementation.
Mode of Payment:
- Payments made via monthly Direct Benefit Transfer (DBT) to each eligible girl student’s bank account.

The Punya Dham Scheme
Objective
- Conduct pilgrimage tours for Senior Citizens of Assam to four destinations:
- Jannanath-Puri
- Mathura-Vrindaban
- Ajmer Sarif Dargah
- Vaishno Devi
- Approximately 3,000 Senior Citizens.
- Medical Fitness: Applicant should be medically fit for the tour.
- Age Limit:
- Female: 55-70 years
- Male: 60-75 years
- Residency: Permanent resident of Assam.
- Family Limit: Maximum 2 people from one family can apply.
- Income: Applicant’s income should be ≤ ₹2.5 lakh.
- Destination Choice: Only one destination can be selected by a single person or both family members.
- Starts and ends at Guwahati.
- Applicants must bear the cost to reach and depart from Guwahati.
- Air-conditioned 3-tier railway coach and bus for travel.
- Daily allowance of ₹150 for food.
- Group arrangement of 50 or 100 people with itinerary updates.
Punya Tirtha Yojana
Scheme Overview:
- Launched By: Chief Minister Himanta Biswa Sharma
- Objective: Facilitate the pilgrimage of 25,000 devotees to the Ram Mandir at Ayodhya.
- Budget: ₹25 Crores
- Conduct pilgrimage tours to Ayodhya for Senior Citizens of Assam.
- Promote art and culture among Assam residents.
- Air-conditioned 3 AC Railway Coach and Bus for travel.
- Daily allowance of ₹150 per pilgrim for food.
- Helpers arranged by ADTC for convenience.
- Medical Fitness: Applicant should be medically fit.
- Age Limit:
- Female: 55-77 years
- Male: 60-75 years
- Residency: Permanent residents of Assam.
- Family Limit: Maximum 2 people from one family can apply.
- Income: Maximum annual income of ₹2.5 Lakhs.
- Emergency Contact: Provide mobile numbers of 2 family members.
- Starts and ends at Guwahati.
- Applicants must bear the cost to reach and depart from Guwahati.

Orunodoi Scheme
- Inclusion of 2.5 lakh additional beneficiaries under the Orunodoi Scheme.
- Total reach extended to more than 30 lakh households in the state.
- Pilot integration of ration cards with Orunodoi under NFSA (National Food Security Act) in Charaideo and Biswanath districts.
- Consideration of insurance coverage under Pradhan Mantri Jeevan Jyoti Bima Yojana (PMJJBY) and Pradhan Mantri Suraksha Bima Yojana (PMSBY) for Orunodoi beneficiaries.
Entrepreneurship Fund for SHG Members
- Entrepreneurship fund of Rs 10,000 for 39,67,743 women members of self-help groups in rural areas.
- Conditional on certain criteria.
- Commitment to facilitate a bank loan of a minimum of Rs 25,000 to each beneficiary.
- Upon prudent utilisation and timely repayment, a capital subsidy of Rs 12,500 will be provided.
Mukhya Mantri Nijut Moina Scheme
- Launched in Feb, 2024
- Aimed at supporting 10 lakh girls for higher secondary, graduation, and postgraduate studies.
- Admission incentives:
- Rs 10,000 for Class XI.
- Rs 12,500 for first-year graduation.
- Rs 15,000 for first-year post-graduation.
- Objectives:
- Complements existing benefits like free admission and scooty provisions.
- Aims to eliminate child marriages by empowering girls to decide on their marriage timing.
- Eligibility:
- Applicable to girls studying in government colleges/education institutions.
- Ineligible for married girls.”Each beneficiary receives a minimum of Rs 47,500 as a grant, subsidy, and loan.
Green Innovation Fund
- To promote green technology-based innovations in the State to strengthen and improve the R&D ecosystem. It is mainly focused on promoting green technology-based innovations and entrepreneurships in the State, creating social-awareness among students and common people.

- Green Technology & Innovation Implementation (GTII)
- Awareness and Green Capacity Building (AGCB)
- Swachh Teerth Campaign
- Unite for a Cleaner & Greener Spiritual India
Mukhya Mantri Mahila Udyamita Abhiyan
- Launched in Jan, 2024
- Aiming 39 lakh SHG women which they will have to opt for 1/145 business models.
- The project will be implemented in 3 phases- 1st year 10k, 2y 12.5k + 12.5k (Govt).
- Dream of PM Narendra Modi, “turn every woman SHG member into lakhpati”.
Mukhya Mantri Lok Sevak Arogya Yojana (MMLSAY)
- An online medical bill reimbursement scheme for Government of Assam’s employees, pensioners, and their dependents. Under this scheme, medical bills shall be reimbursed at rates equivalent to that of Central Government Health Schemes (CGHC) and direct fund transfer to claimant employees within a stipulated time frame.
- One can get his/her medical bill reimbursement for treatment at any hospital.
Chief Minister’s Shishu Seva Scheme
- ₹7,81,200 has been parked in banks as FD in the name of each beneficiary.
- A monthly financial assistance of Rs 3,500 released from the FD is being given to the beneficiary till he or she attains 24 years of age.
- On completion of 24 years of age, the principal amount parked as FD against each beneficiary would be credited to his or her bank account.
Swanirbhar Naari
- Aimed at making the weavers of Assam self-reliant.
- The main objective of the scheme is to arrange purchase of 31 handloom-produced textile products directly from the weavers without middlemen, depositing the money in bank accounts of weavers within four days and arranging purchase of textile products at fixed prices through outlets set up in different districts.
- Altogether, 100 procurement centres of traditional goods have been opened across Assam.
Assam Orunodoi Scheme
- Poverty alleviation scheme. ‘Orunodoi’ scheme will provide Financial Assistance of Rs. 1,250/- on 10th of every month through Direct Benefit Transfer (DBT) scheme to around 19.10 Lakh Families in the state.
- Assam Abhinandan Education Loan Subsidy Scheme
- A one time loan subsidy of up to Rs 50,000 on education loans to students pursuing higher education from good institutions.
Kushal Konwar Briddha Pension Scheme
- Scheme is derived its name from the great freedom fighter Swahid Kushal Konwar.
- The scheme is expected to cover 15,000-20,000 people in every constituency.
- Senior citizens above the age of 60 will qualify for the scheme.
- Beneficiary will get the amount on the first day of every month to the account.
Atal Amrit Abhiyan Health Insurance Scheme
- Insurance coverage of up to Rs. 2 lakh per year to each family of the state.
- A total of 437 diseases would be covered under Atal Amrit Abhiyan which have been segregated into the following six groups.
- Cardiovascular diseases
- Cancer
- Kidney diseases
- Neo-natal diseases
- Neurological conditions
- Burns
Chief Minister’s Atmanirbhar Asom Abhijan
- To set up new entrepreneurial ventures, govt. will provide 2 lakh to 15 lakh as financial assistance to 2 lakh eligible youth (Class-X to Professional degree pass outs).
- While 50% will be given as financial assistance, 50% will be given as interest-free Government loan.
- Age must be between 28-40/43.
Chief Minister’s Covid-19 Widows Support Scheme
- Under the scheme, a one-time financial assistance of Rs 2.5 lakh is provided to such widows belonging to low- Income families with an annual Income up to Rs 5 lakh in the first phase, 874 covid widows received support from Chief Minister’s Relief Fund.
Assam Right to Public Service Portal
- The RTPS Portal has been created under the World Bank Financed Assam Citizen Centric Service Delivery Project of the Administrative Reforms & Training Department to allow citizens to apply for ARTPS-notified services online.
- This portal is designed and developed by NIC Assam, Ministry of Electronics & Information Technology. GOI
Assam Arogya Nidhi (AAN)
- Financial assistance up to Rs 1,50,000/- to BPL families and families having a monthly income of less than Rs. 10,000/- for general and specialised treatment of life threatening diseases and injuries caused by natural and manmade disasters like industrial/farm/road/rail accidents, bomb blasts, etc.
- Under the AAN, the Government of India contributes 50% of the funds sanctioned by the State Government.
Ex-Gratia Assistance Scheme Under SDRF
- SC has in accordance with recommendation issued by NDMA, decided to pay an Ex-gratia amount of Rs. 50,000/- (Rupees Fifty Thousand) only from SDRF fund through DDMA to the deceased person including those involved in relief operations or associated in preparedness activities, subject to cause of death being certified as COVID-19.
Assam One Time Grant for Media Personality Scheme
- Govt will provide a one time grant of Rs. 50,000 to 4 journalists every year, must have a minimum of 15 years of experience and the minimum age of journalists should be 40 years.
- “Only those journalists who have published or broadcast at least three success stories of government schemes in the last 12 months can apply.”
- The annual income of the applicant should be less than Rs. 5 lakh.
Swanirbhar Nari – Atmanirbhar Assam Scheme
- This Scheme would be implemented under MGNREGA
Aponar Apon Ghar Home Loan Subsidy Scheme
- The main objective of this scheme is Housing For All by 2022.
- The maximum family income should be less than 20 Lakhs. Govt. will provide Rs. 2.5 lakh subsidy on home loans.
Assam Tractor Scheme Under Chief Minister Samagra Gramya Unnayan Yojna (CMSGUY)
- Subsidy on Tractors up to 70% and max. of Rs. 5.5 lakhs. A group of 8-10 members who are the actual adult farmers of the same village.
- The applicant group should not have more than one member from one family.
Arundhati Gold Scheme
- Discontinued- The objective of the scheme is to facilitate the parents of the girl child who are economically not very sound, but like all parents desire to give some gold which is considered auspicious to them as gift daughters on her marriage.
- It will offer 10 grams of gold as a gift to every bride.
Swami Vivekananda Assam Youth Empowerment Scheme (SVAYEM)
- Under this renewed SVAYEM Scheme, Govt. will provide Rs. 50,000 each to 2 lakh youth to encourage entrepreneurship.
- The applicant should be a part of the existing Self Help Groups, Joint Liability Groups etc. maximum limit for members being 20 before 1 September 2020.
- Must have passed Class-X.
Sarothi-The Start Up Assam
- The Sarothi Scheme has been launched for new entrepreneurs in the State.
- This scheme is also known as the CM’s Startup fund Provide financial assistance in the form of loan.
- Loan amount shall be maximum of Rs. 10.00 lakh Equity/Promoter’s Margin shall be 15% of the project cost.
Project Prahari
- An initiative by former DGP Kuladhar Saikia.
- In Kokrajhar district five villagers were branded as witches and killed in 2000.
- To see the gravity, through this project, a bridge of friendship was developed between the police and the communities.
- This helped the police to get prior information from the communities of any such probable incident.
Sanskar – Manuhe Manuhor Babe project
- Former CM Sarbananda Sonowal initiated an awareness drive named ‘Sanskar – Manuhe Manuhor Babe’ in various parts of Assam, with the vision to eradicate misbeliefs & superstitions and to cultivate empathy amongst people.
Mission Birubala
- Birubala Rabha, from Thakurvila village of Goalpara district, is an Indian activist who campaigns against witchcraft and witch hunting in Assam.
- Since the 1980s, Birubala has been running an organisation called Mission Birubala which tours different parts of the state throughout the year to spread awareness against witch-hunting.
- She rescued over 50 women from being branded as witches.
- In 2005, she was nominated for the Nobel Peace Prize.
- On January 25, 2021, Birubala Rabha was honoured with the Padma Shri award.
